TWO TRACK (EDUCATION AND ADMINISTRATIVE) SYSTEM
WHEREAS, there is need for both educational and administrative functions in our schools; and
WHEREAS, each of these two functions requires specific and different training; and
WHEREAS, the absence of differentiation between these two functions and their exercise by the same personnel acts to the detriment of both functions; and
WHEREAS, hospitals, colleges and similar institutions employ administrators specifically trained in administration as well as professionally trained personnel to make professional decisions and policies; and
WHEREAS, the employment of trained professional educators in administrative capacities aggravates the existing shortage of skilled educators:
RESOLVED, that the AFT recommend that all communities establish a two track system in the schools with teachers and other pedagogical personnel constituting the educational track and personnel needed to carry out the business and non-educational administrative functions constituting the administrative track.
