TAX REFORM

WHEREAS, many essential public services at the state and local level are financed in whole or in part by real estate taxes and

WHEREAS, the real estate tax is not related to the individual citizen's ability to pay:

RESOLVED, that AFT locals and state federations be encouraged to prepare legislation that will insure an equitable tax system and the continuation or improvement of the present services.
