SOCIAL SECURITY
WHEREAS, the 1977 amendments to the Social Security Act substituted an annual earnings test for the monthly earnings test except in the retirement year; and
WHEREAS, that change has been interpreted to have a retroactive effect; and
WHEREAS, many members of the teaching profession had legally collected social security benefits during the summer months; and
WHEREAS, the retroactive effect of the change of the earnings test has caused many members of the profession to suffer the double jeopardy of a permanent reduction in social security benefits and inability to collect in the year of actual retirement:
RESOLVED, that the AFT lobby in Congress for the removal of the retroactive aspect of the change from monthly to annual earnings test; and
RESOLVED, that the AFT call upon the AFL-CIO to join forces with us in this effort.
