MISUSE OF PROBATIONARY APPOINTMENTS

WHEREAS, the American Federation of Teachers recognizes that there may be legitimate reasons for non-renewal of a probationary appointment, but also recognizes that such non-renewals should not be subterfuges for other processes such as orderly retrenchment of discipline:

RESOLVED, that the American Federation of Teachers encourage all of its locals to negotiate provisions in their contracts and exercise their political power to have their state legislatures to legislate provisions calling for the disclosure of reasons to the probationer for all non- renewals which will be subject to legal redress, thus precluding the use of non-renewals of probationary appointments as a covert means of retrenchment, discipline, or other such processes.
