INTEGRATED POSTSECONDARY EDUCATION DATA SYSTEM (IPEDS) EXPANSION TO INCLUDE COLLECTION OF DATA REGARDING PART-TIME POSITIONS

WHEREAS, there is currently no definitive data set depicting the terms and conditions of employment of part-time faculty and staff, either on a national scale or by state, and no data on part-time pay and working conditions are required of institutions, as part of the mandated federal data collection system, which makes historical and institutional comparisons of part-time faculty pay and benefits difficult; and

WHEREAS, data on terms and conditions of employment are essential to effective collective bargaining; and

WHEREAS, the compensation data pertaining to its part-time employees that SUNY has historically made available to United University Professions is problematic at best and at worst, inadequate and highly inaccurate; and

WHEREAS, the unanimously endorsed UUP report of the Task Force on Contingent Employees (2010) recommended that UUP seek to obtain more accurate and specific data about its contingent workforce; and

WHEREAS, students, parents, K-12 employees and even trustees are largely unaware of the pay and working conditions of part-time contingent faculty and are therefore not motivated to advocate for reform of contingent employment practices:

RESOLVED, that the American Federation of Teachers work with other higher education organizations with expertise in contingent employment issues to identify the kinds of data that should be collected and to advocate that the federal Integrated Postsecondary Education Data System (IPEDS) data collection be expanded to include the same employment data  as have been and are collected for full-time faculty for part-time faculty, full-time nontenure-track faculty and professional staff positions.
