INDIVIDUAL INSTRUCTION PROGRAM FOR CHILDREN WITH HANDICAPPING CONDITIONS
WHEREAS, the Federal Education of all Handicapped Children Act (PL 94-142) mandates that an Individualized Education Program be developed for each child with a handicap; and
WHEREAS, state laws and regulations spell out specific, detailed, and time-consuming procedures to be followed in implementing the IEP; and
WHEREAS, the education of children with handicapping conditions would be better served by teachers who are not encumbered by clerical work necessitated by the IEP, thus enabling them to devote more time to the instructional program:
RESOLVED, that the American Federation of Teachers shall seek legislation that will remove this onerous mandate and allow teachers, as professionals, to plan appropriate educational activities for the children in their classes.
