AFT Resolution

FEDERAL HUMAN RESEARCH PROGRAMS

WHEREAS, injury and death have resulted from federal human research programs; and

WHEREAS, the case of Wisconsinite Frank Olsen, who committed suicide after being given LSD unwittingly in the ClA's MK Ultra Project, is just one example of such tragedies:

RESOLVED, that the AFT demands that the federal government accept responsibility for victims of federal human research programs by providing full compensation and fully-compensated health care to victims of past, present, and future federal research programs; and

RESOLVED, that copies of this resolution be sent to the President's Commission for the Study of Ethical Programs in Medicine and Biomedical and Behavioral Research, and the Secretary of the Department of Health and Human Services. (Executive Council)
