ENERGY SOURCES
WHEREAS, energy costs are a major factor in inflation; and
WHEREAS, rising utility rates adversely affect all U.S. residents; and
WHEREAS, the development of oil shale and coal in the Western mountain states will probably cause rates to increase even more dramatically:
RESOLVED, that the American Federation of Teachers support flat rate structures and a no-shut-off policy that would ease the burden on those who can least afford to pay their bills; and
RESOLVED, that the American Federation of Teachers support efforts to choose consumer-minded commissioners for public utilities regulation; and
RESOLVED, that the American Federation of Teachers maintain contact and participate with other labor and consumer groups in formulating an equitable policy for energy development and a consumer rate structure.
