EFFECTIVE SCHOOLS DEVELOPMENT ACT OF 1984
WHEREAS, the Effective Schools Development in Education Act of 1984 introduced by Congressman Augustus F. Hawkins promotes excellence in education; and
WHEREAS, the act provides for effective school principles that increase the academic achievement of students; and
WHEREAS, the act authorizes appropriations of $100 million for FY 1985; $110 million for FY 1986; $120 million for FY 1987; and such sums for two (2) succeeding years; and
WHEREAS, the act allows funds for state and local education agencies in the promotion of conferences, workshops, forums, training and demonstration programs; development of data collection systems; technical assistance; publication production; and the conduct of evaluations; and
WHEREAS, the effective schools program legislative objectives are to promote school planning, instructional improvement and staff development, increase academic achievement of the educationally deprived, emphasize acquiring basic and higher order skills, creating an orderly environment, and reiterating expectations that all children can learn and achieve and engage in continuous evaluation of student performance:
RESOLVED, that the 68th Convention of the American Federation of Teachers make known its endorsement and support for the promotion, passage and implementation of the Effective Schools Development in Education Act of 1984; and
RESOLVED, that a copy of this resolution be transmitted to Congressman Augustus Hawkins of California and to the Secretary of Education, Terrel H. Bell.
