AFT Resolution

TOTAL SUPPORT OF THE SHANKER-BLUMENFELD AGREEMENT

WHEREAS, the AFT national president, Albert Shanker, and then deputy under secretary of the Army, Michael Blumenfeld, reached an accord acceptable to the Panama Canal Federation of Teachers; and

WHEREAS, the Shanker-Blumenfeld agreement supports the worker protection clauses contained in the 1977 Panama Canal Treaty; and

WHEREAS, a key provision of the Shanker-Blumenfeld agreement provides full Department of Defense Dependent Schools raises for those teachers reaching the top step of the salary schedule; and

WHEREAS, this provision was misinterpreted during the Congressional Conference Committee's discussions on worker protection:

RESOLVED, the AFT insist that DODDS personnel support totally the original intent of the Shanker-Blumenfeld agreement when it is addressed in Congress during the Appropriations Committee hearings
