AFT Resolution

A MARSHALL PLAN FOR URBAN SCHOOLS

WHEREAS, the Reagan administration through its fiscal policies has abandoned the urban centers throughout the nation; and

WHEREAS, the infrastructure of the cities has deteriorated as federal funds to cities have been sharply reduced; and

WHEREAS, the absence of adequate funding has resulted in the deterioration of school buildings and the failure to construct new schools; and

WHEREAS, the quality of teaching and learning is seriously affected by falling ceilings, faulty plumbing, peeling paint and the general deterioration of school plants resulting in unsafe and unclean conditions:

RESOLVED, that the AFT support a "Marshall Plan" for urban schools, which would provide adequate federal funding for the repair, renovation and construction of school buildings.
