COMMUNITY AND MILITARY SERVICE

WHEREAS, legislation has been proposed in the U.S. Congress to create community and military service programs for high school and college students that would require students to perform such service to qualify for financial service to attend college; and

WHEREAS, the proposed program of community and military service would replace existing Federal programs of student assistance such as loans and Pell grants, thus dismantling a proven system of support for students in higher education; and

WHEREAS, such a program would discriminate against underprivileged students, creating new barriers to postsecondary education for poor and minority students as well as sharply limiting access for students from low and middle income families:

RESOLVED, that the American Federation of Teachers oppose the adoption of community and military service programs that condition student eligibility for financial assistance on the performance of such service. (Executive Council)
