AFT Resolution

NO CONTRACT-NO WORK

WHEREAS, since 1956 the American Federation of Teachers has had a policy favoring the traditional trade union principle of collective bargaining; and

WHEREAS, the successes of AFT locals in securing collective bargaining recognition have been achieved through action; and

WHEREAS, because of these successes, affiliates of the National Education Association have adapted and modified the principles and tactics of collective bargaining through so-called professional negotiations and professional sanctions; and

WHEREAS, our commitment to the trade union movement and our leadership of America's teachers demand a clear distinction between principles and tactics of the AFT and its imitators:

RESOLVED, that the American Federation of Teachers advocates the achievement by AFT locals of written collective bargaining contracts; and

RESOLVED, that in the absence of such written contracts, after reasonable attempts at resolution have been exhausted, AFT locals be advised and encouraged to follow the policy of "no contract no work;" and

RESOLVED , that the Executive Council be directed to supervise the collection and dissemination of information about this no contract, no work policy through the staff, Research Department, American Teacher, publications, Cooperative Organization program, and other appropriate means; and

RESOLVED, that the national office be directed to secure the cooperation of the AFL-CIO and its regional offices; and

RESOLVED, that AFT locals and state federations be urged to participate fully in AFL-CIO state and local central bodies to secure effective implementation of this policy.
