POWER OF EQUAL EMPLOYMENT OPPORTUNITY COMMISSION TO ENFORCE THE CIVIL RIGHTS ACT OF 1964

WHEREAS, the authority of the Equal Employment Opportunity Commission is limited to conciliation efforts and the main burden of enforcement of Title Vll of the Civil Rights Act of 1964 is on the individual complainant:

RESOLVED, that the American Federation of Teachers call upon Senators and Congressmen to amend Title Vll of the Civil Rights Act of 1964 to empower the Equal Employment Opportunity Commission to enforce the law.
