FULL DISCLOSURE OF FINANCES BY PRIVATE AND PAROCHIAL SCHOOLS RECEIVING PUBLIC FUNDS
WHEREAS, ever increasing sums of public revenue are being granted to private and parochial educational institutions by the Federal government, the several states and their political subdivisions; and
WHEREAS, there is a national goal demanding greater equalization of educational opportunity within the United States of America; and
WHEREAS, laws have not been devised to require private and/or parochial educational institutions to increase or decrease their support in order to equalize the educational opportunities they are providing with the educational opportunities provided by neighboring public schools, fully supported by public levies:
RESOLVED, the American Federation of Teachers urges the United States Congress and the several state legislatures to adopt disclosure laws requiring all private and parochial institutions receiving public financial support to make public their complete operating budgets and all their financial reports showing all receipts and expenditures, including, but not exclusive of, all income from endowments, trust funds, tuition and student fees, and foundations; and
RESOLVED, the American Federation of Teachers seek federal and state public disclosure laws requiring making the above mentioned information readily available to the general public.
