AFT Resolution

LEGISLATION TO APPROPRIATE ADDITIONAL FUNDS FOR IMPLEMENTATION OF TITLE IX

WHEREAS, Title IX of the Education Amendments of 1972 states that "no person shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance;" and

WHEREAS, five years after the passage of the law, vast areas of non-compliance exist; and

WHEREAS, school districts can lose federal funds if they are found to be in non-compliance; and

WHEREAS, the implementation of the spirit and intent of Title IX of the Education Amendments of 1972 in all school districts by the Department of Health, Education and Welfare is dependent upon adequate personnel and/or funds:

RESOLVED, that the AFT suggest that each local request a copy of the self-evaluation from the district compliance officer, file grievances where noncompliance exists, and accept the responsibility of eliminating sex discrimination in negotiating contracts; and

RESOLVED, that the AFT requests that locals make boards of education aware of the content of Title IX and to enforce compliance with the spirit and intent of the Title IX; and

RESOLVED, that the AFT propose legislation to Congress to appropriate the necessary additional funds for the implementation of Title IX.
