AFT Resolution

STANDARDS OF CARE FOR THE MENTALLY RETARDED

WHEREAS, the system of care for the mentally handicapped within the United States of America does not conform to uniform standards; and

WHEREAS, the clients and their providers are now subject to confusing and inconsistent policies; and

WHEREAS, the funding of programs for the mentally handicapped is inconsistent and insufficient; and

WHEREAS, the present system of care utilizes wage structures and working conditions which are substandard:

RESOLVED, that AFT urges the United States Department of Health and Human Services to re-evaluate standards of care for the mentally handicapped and to equitably enforce those current standards. (Executive Council)
